Is security at all costs an ethical justification to protect the community

Security has been defined as a value (Wolfers, 1952), where values must be traded according
to hierarchical priorities. Baldwin put forth a hierarchical model of values (Prime value, Core
Value, Marginal value) to facilitate value trade-offs against the many various values that enable
society to flourish. In the pursuit of value trade-offs is also the social construct of ethics. These
are the moral principles guiding individuals and groups behaviour when pursuing or conducting
activities towards a goal. Consequently, values, the pursuit and maintenance of security and
ethics are entwined.
