Introduction

Humanitarian intervention is a way of stopping or preventing humans rights violation in a country where it is either unwilling or incapable of protecting its citizens or are even persecuting them actively (Lischer, 2007). A lot of researchers had documented that 1990s were the decade where humanitarian intervention was rampant, and this is the period when the United Nations did authorize some responses on the grounds of humanitarianism (Lischer, 2007). During this period, the 1990s, the Security Council wanted to approve the humanitarian intervention. Despite this willingness, America and its allies decided to take military actions on various occasions (Lischer, 2007). Some of the responses were authorized while others were not qualified. In some circumstances, although the military operations were not approved, they were still regarded as legitimate, an illustration of such an instance is the intervention of NATO that took place in Kosovo in the year 1999 (Lischer, 2007).
